Federal law lists it that way among the legal public holidays (5 U.S.C. 6103), so the date moves each year but always falls between November 22 and November 28. Why the fourth Thursday
According to the National Archives, Congress settled on the fourth Thursday in a 1941 joint resolution. The Senate amended the resolution to say the fourth Thursday rather than the last, to account for years when November has five Thursdays, and President Roosevelt signed it on December 26, 1941.
